Two more arrests in beach slaying

Two more men have been arrested in connection with the weekend slaying of a Santa Rosa man who authorities say was gunned down to prevent him from testifying in a gang-related kidnap and torture case.
The newly identified suspects were with victim Vutha Au, 24, at the time he was kidnapped late Saturday or early Sunday and are suspected of taking part in the plan to kill him, Sonoma County sheriff’s Lt. Rob Giordano said.
Jack Houmpheng Sengsourith, 29, of Santa Rosa, and Tyrone Rosenblad Tay, 26, of Suisun City, have been booked into the Sonoma County Jail on suspicion of murder, authorities said.
Both are being held with out bail, jail personnel said. At least one is a known member of the Asian Boyz gang. as are four suspects arrested earlier, Giordano said.
Giordano said Au was with the two men in their car when he was forced into another vehicle by the other four men and driven to the Sonoma Coast where he was shot to death around 1 a.m. Sunday.
The four men were arrested a short time later, after a park ranger who happened to be in the area saw a car matching theirs leave the crime scene.
Quentin Glenn Russell, 24, David Prak, 19, Sarith Prak, 21, and Preston Phongsuvane Khaoone, 22, all of Santa Rosa, have been charged with murder with special circumstances in the case, making it a potential capital case though prosecutors have not said whether they’ll seek the death penalty.
Au was slated to testify this spring against two brothers of Khaoone, both of them charged in the kidnap and torture of his younger brother, Terry Au, authorities said.
Au was supposed to stay out of the immediate area under the state and county’s Witness Relocation Assistance Program but had been coming back to visit friends, mainly on weekends, Giordano said.
He was with Tay and Sengsourith, whose alleged involvement in the case came to light during authorities investigation, at an undisclosed location in Santa Rosa when Au was kidnapped, Giordano said.
The two men are associates or friends of all the parties involved, Giordano said.
“We believe they were part of it,” he said.
Tay was arrested at his home in Suisun City and booked into the jail early Wednesday morning, jail personnel said, while Sengsourith was arrested in Santa Rosa and booked early Thursday, authorities said.
Authorities are still looking for the weapon used in the slaying, Giordano said.
