BUDGET
Problem: "The council needs to take more control of it by generating new revenue, not cutting programs."
Solution: Demand more realistic accounting that doesn't base future budgets on projected revenue increases in the face of sales tax declines.
DECREASING SALES TAX REVENUES
Problem: Santa Rosa is not business-friendly, resulting in some taking their sales and jobs to surrounding cities.
Solution: Offer tax breaks and actively solicit companies to locate in vacant commercial and retail spaces by convincing landlords to lower their rents.
SMART TRAIN
Problem: Without it, the freeway remains congested and speeds its wear and tear.
Solution: Train service will reduce greenhouse gases by providing transportation to jobs in Marin County and offer Bay Area residents an easy way to visit Sonoma County.
