Problem: "The city's payroll is our single biggest financial burden."

Solution: Short-term solution is a 10 percent across-the-board pay cuts backed by a long-term goal to expand commercial and retail development.

TRAFFIC & INFRASTRUCTURE

Problem: Aging city streets, sidewalks and infrastructure.

Solution: Expanding computerized traffic light systems and insuring funding to maintain roads. "That will come at the expense of something else but we have already compromised too much."

GANGS

Problem: Continuing loss of youth to gangs.

Solution: Maintain funding for the city's gang prevention and intervention programs.
