Problem: "We need to stop spending money we don't have and try to find new revenues."

Solution: Encourage development of cluster businesses that provide support services to each other and implement temporary salary reductions or freezes until the budget is balanced.

TRAFFIC CONGESTION

Problem: "It's not just the freeway, it's our surface streets too."

Solution: Expansion of computer-operated streetlights and development of denser housing within walking distance of services.

WATER

Problem: An under-sized county aqueduct unable to keep pace with growth among the system's users.

Solution: A regional agreement to build a pipeline to Lake Sonoma, building additional in-city storage facilities, increasing use of wastewater irrigation.
