The National Transportation Safety Board's preliminary report on a fatal mid-air collision in Lake County will be posted on the agency's Web site early next week, the investigator said Wednesday.

The report will lay out the facts of the collision that killed two North Bay businessmen but will draw no conclusions, aviation accident investigator Eliott Simpson said.

He would not comment further about the case.

Harold Chouinard, 63, of Cotati and Robert “Sean” Boylan, 44, of Hidden Valley Lake were killed in the collision Saturday morning at Crazy Creek Air Adventures, a glider port near Middletown.

Relatives and officials said that Boylan, piloting a single-engine airplane, had towed Chouinard's glider aloft and Chouinard had released the towline. Both pilots decided to land immediately, most likely due to strong winds, and were approaching the strip from different directions when they collided.

Simpson, who is the lone safety board investigator on the case, said he had been at the scene Saturday through Monday, when he returned to his office in the Los Angeles area.

A final report will be completed within six months and submitted to the safety board, which will determine the probable cause of the collision, Simpson said.

Both aircraft have been removed from the scene and taken to a storage facility in Sacramento, he said.
