Despite switching seats at 55 mph, driver and passenger arrested on DUI charges

A Santa Rosa man and the woman who allegedly switched places with him behind the wheel of their car as it traveled 55 mph on the freeway last week were both arrested for suspected drunken driving by the CHP officer who watched the whole thing, authorities said.
The original driver, William Landrum, 20, already had had his license suspended because of alcohol use when CHP Officer Michael Phennicie observed him driving 115 mph after accelerating onto Highway 101 south of Windsor and swerving across all southbound lanes of traffic around 5:30 a.m. Thursday, the CHP said.
Phennicie caught up and paced the car at 115 mph, then overtook it to initiate a traffic stop, the CHP said.
Landrum's Honda slowed and veered toward the right shoulder, then back into traffic. It continued swerving, nearly crashing, as Phennicie watched the driver and the passenger switch seats despite continuing to travel at 55 mph, the CHP said.
Finally, near Airport Boulevard, the car pulled to the shoulder, where the officer confronted a belligerent passenger who displayed evidence of intoxication, the CHP said.
The passenger, Landrum, was arrested for suspected drunken driving, authorities said.
The new driver, Erica Kazarian, 19, also appeared to be intoxicated and was eventually arrested for suspected drunken driving, as well, the CHP said.
Both were booked into the Sonoma County Jail, but later posted bail and were released, jail personnel said.
