<p><b>An ersatz crisis?</b></p><p>EDITOR: What's wrong with this picture? A headline on Sunday's front page read, “Cuts could close county airport tower.” However, since the $85 billion reduction isn't actually a reduction in spending but merely a reduction in the amount of increased spending for this year, why would there need to be layoffs and draconian cuts?</p><p>A headline on Page A5 said “Congress to take on gun legislation this week.” If there is actually a problem, and with only a few days until March 1 when sequestration hits, you would think Congress would work on that issue this week.</p><p>HANK MENEFEE</p><p>Santa Rosa</p>
