A Philo man died in a Thursday afternoon car crash, believed to be narcotics-related, near Philo, the Ukiah CHP said.

The crash took place at around 4:15 p.m. on Highway 128 about two miles southeast of Philo.

The driver, Francisco Javier Perez, 25, of Boonville, was headed west in a white BMW when his vehicle veered suddenly off the road for unknown reasons. The car hit a curb and overturned, causing his passenger, Jorge Cervantes, 49, to be thrown from the vehicle. The car landed on top of Cervantes, causing fatal injuries, according to an officer's report.

Perez suffered a broken hand bone, a cut on the top of his head and a knee injury.

Officers arrested him for gross vehicular manslaughter and driving under the influence of drugs.

His exact speed was unknown, said Officer Kylar Adams. It's also unclear whether the men were wearing seatbelts.
