He was arrested on suspicion of drunken driving, driving with a suspended license and violating his probation.
Sunday night a witness called 911 to report a driver on Highway 101 in Windsor who was weaving badly, Sloat said.
As the witness called, they saw the driver activate a right turn signal and turn right from the highway onto the shoulder and into a guardrail, Sloat said.
Driver Mariya Petrovska, 27, of Windsor was arrested on suspicion of drunken driving, for having a second DUI within a decade and violating probation from her drunken driving conviction.
