Deciding who stays

EDITOR: What a strange culture we are where people line up and stay on streets outside an establishment through the night for a prime release of beer, and down the street, near the library, the Santa Rosa police are saying you can't stay here, move on.

What is the correct policy here? Where do they, the shelterless, find comfort from the cold and rain? Surely, there are empty buildings that can be temporarily financed by city or county to give relief to those in need, with a bus to deliver them, if necessary.
