EDITOR: After reading another article about Nevada's (unbelievable) actions "dumping" psychiatric patients in California, a thought occurred to me. As California struggles to manage its overcrowded prisons, perhaps Nevada has provided us with a model to resolve the issue. For every prisoner facing early release, how about $500 cash and a one way bus ticket to Vegas?
