On Tuesday, we updated the status of some of the bills introduced in the state Senate as the 2013 session nears its end. Today we do the same with bills by Assembly members Wes Chesbro, D-Arcata; Marc Levine, D-San Rafael; and Mariko Yamada, D-Davis.
Chesbro's bills include:
; AB 261: Prohibits residential care homes for the elderly from requiring advance notice for terminating an admission agreement in the event of the death of a resident. Approved by Legislature, awaiting action by the governor.
; AB 468: Repeals state's rural firefighting fee and replaces it with a statewide disaster relief program funded by a surcharge on fire insurance policies. Pending in Assembly Natural Resources Committee.
; AB 497: Introduced to reduce the frequency of state Fish and Game Commission meetings, this bill was amended to authorize automatic conformance between state and federal regulations for sport fishing of salmon and groundfish. Approved by Legislature, awaiting action by the governor.
; AB 582: Requires state health officials to recognize custom rehabilitation technology services as a separate benefit under Medi-Cal and requires providers to service and repair equipment.

; AB 647: Allows consumers to refill beer containers known as "growlers" at any microbrewery rather than just the one where it was purchased. Approved by Legislature, awaiting action by the governor.
; AB 875 (Chesbro): Creates two pilot programs to determine ways to centralized forestry data to help evaluate cumulative environmental impacts and determine appropriate post-harvest monitoring procedures. Held in Assembly Appropriations Committee.
; AB 881: Raises the oil spill and prevention fee from $0.065 to $0.07, indexes it to inflation and allocates $2 million to the Oiled Wildlife Care Network. Pending on Senate floor.
; AB 904: Would allow limiting timber harvesting without a timber harvest plan by non-industrial timberland owners with fewer than 15,000 acres. Pending on Senate floor.
; AB 1041: Establishes an "employment first" policy for state regional centers when developing transition plans for the developmentally disabled. Pending on Senate floor.
Levine's bills include:
; AB 158: Prohibits large retailers from providing single-use, carryout bags to customers after Jan. 1, 2015, extending the requirement to smaller stores a year later. Awaiting a hearing in Assembly Appropriations Committee.
; AB 288: Increases oversight of oil and gas drilling projects by the state Division of Oil, Gas, and Geothermal Resources. Placed in inactive file.
; AB 386: Allows California State University students to enroll in online classes offered at any CSU campus. Pending on Senate floor.
; AB 387: Requires California State University to report performance data for students taking online course. Held in Assembly Appropriations Committee.
; >AB 746: Bans smoking in multi-family dwellings. Failed in Assembly Committee on Housing and Community Development; to be reconsidered in 2014.
; AB 767: Authorizes counties to raise auto registration fee from $1 to $2 to fund vehicle theft prevention programs. Approved by Legislature, awaiting action by the governor.
; AB 961: Establishes 40-day deadline for Department of Public Health to complete investigations of long-term health care facilities, and makes more information about complaints and citations public. Held by Assembly Appropriations Committee.
; AB 963: Grants preference on certain state contracts to bidders with a record of "environmentally preferable purchasing" if the difference in bids is 3 percent or less. Held in Assembly Appropriations Committee.
; AB 1092: Requires a state commission to establish standards for electric car charging stations in new multifamily and nonresidential developments. Approved by Legislature, awaiting action by the governor.
; AB 1122: Requires the state Department of Motor Vehicles to streamline the process of registering to vote while applying for a driver's license. Held by Assembly Appropriations Committee.
; AB 1136: Requires pharmacists to include a label on medications that could impair a user's driving. Approved by the Legislature, awaiting action by the governor.
; AB 1163: Adds the state finance director and two independent members with financial expertise to the California Public Employee Retirement System board. This change also requires voter approval. Awaiting first committee hearing.
; AB 1171: Creates a county-level pilot project to create electronic records for foster youth. Held in Senate Appropriations Committee.
; AB 1200: Requires San Francisco Bay Regional Water Quality Control Board to start a Sonoma County pilot project to assess the impact of occasional overflows from agricultural irrigation ponds during storms. Approved by Senate, awaiting concurrence in the Assembly.
Yamada's bills include:
; AB 152: Establishes an employment assistance program for self-employed people modeled on the program for unemployed workers. Held by Assembly Appropriations Committee.
; AB 252: Makes it illegal to present oneself as a social worker without proper credentials. It's already illegal to pose as a licensed clinical social worker. Held by Assembly Appropriations Committee.
; AB 322: Establishes a licensing program for home-care service providers for the for the elderly, frail and disabled. Held by Assembly Appropriations Committee.
; AB 394: Authorizes the Alzheimer's research fund check-off on state income tax forms through 2020. Approved by Legislature, awaiting action by the governor.
; AB 518: Establishes community-based adult services as a benefit in the Medi-Cal program. Approved by Assembly, pending in Senate Health Committee.
; AB 602: Requires the state peace officer training commission to establish training procedures for dealing with mentally or developmentally disabled adults living in state mental hospitals or developmental centers. It also adds local law enforcement agencies to the list of those that must be notified of suspected abuse at mental hospitals or development centers. Pending on Senate floor.
; AB 1006: Requires courts and probation offices to provide information to juveniles about the opportunity to seal records of juvenile offenses. Approved by Legislature, awaiting action by the governor.
