Carrillo and drinking

EDITOR: If Supervisor Efren Carrillo's problem is binge drinking and that is why he attempted to break into someone's bedroom window, why did the police not give him a breathalyzer test? If I recall correctly, police had not noticed anything that signified alcohol abuse. Therefore, going into an alcohol treatment program probably won't help his problems. He needs to delve deeper and not on the time of his constituents.
