Top-down discipline
EDITOR: Sexual harassment in the military is a very solvable problem: Simply adopt a zero-tolerance standard for sexual abuse in the military and fire/retire the chain of command that permitted it on their watch. After a few generals are demoted to colonel and drummed out of the service, the problem will go away. Until the administration (the commander-in-chief) starts stepping on the generals, this problem will continue to plague the services and their academies and training centers.
