EDITOR: Before we spend $25 billion re-plumbing California to send northern water south, I hope Gov. Jerry Brown is looking at what Israel has done. The Israelis just built a desalination plant that provides 7 million gallons of potable water every hour. Desalination projects could soon account for 80 percent of Israel's drinking water needs.
