Cellphones and fines

EDITOR: The fine for littering is $1,000 (plus fees); the fine for driving illegally in the HOV lane is $381 (plus fees); and, the fine for using a cellphone or texting is $20 (plus fees). I can't remember the last time I felt threatened by a piece of trash while I was on the road. Is there something wrong with this picture?
