Council's logic

EDITOR: Why would our Santa Rosa City Council, or any rational group, pay close to $50,000 for an investigative report that is "so heavily redacted as to be useless" ("Dysfunction continues with mystery censure," Editorial, Thursday)?

By what logic does only the city manager and the human resources director have access to the complete report when they don't have the decision-making power to censure or not? By what logic does this council make the decision to censure when the members have access to only a useless fraction of the report?

And, in heaven's name, why did the council not take the sound advice it paid for from its investigator — do not censure? Our Santa Rosa City Council certainly continues to embarrass itself.
