PD Editorial: Updating local Assembly members' bills

State legislators enact hundreds of laws every year, and we track bills by local lawmakers.

On Monday, we updated legislation by local senators following the May 31 deadline to get bills through their the house of origin. Today we do the same with bills by Assembly members Wes Chesbro, D-Arcata; Mark Levine, D-San Rafael; and Mariko Yamada, D-Davis.

Chesbro's bills include:

; AB 388: Specifies that community colleges may provide courses and programs including, but not limited to professional development, development of language skills, and job services for individuals with developmental disabilities, to the extent resources are available for those purposes. Pending in the Senate Public Safety Committee.

; AB 468: Initially involving timber harvest plans, bill was amended to address Medi-Cal and hospitals. Pending in the Senate Insurance Committee.

; AB 504: Extends the sunset date of programs to regulate commercial sea cucumber fisheries from 2016 to 2017. Pending in the Senate Natural Resources and Wildlife Committee.

; AB 520: Allows wine and spirits wholesalers to conduct retail on-sale tastings on behalf of a manufacturer without prior approval. Pending in the Senate Government Organization Committee.

; AB 881: Raises the oil spill and prevention fee from $0.065 to $0.07 per barrel and allows a transfer of up to $2 million per year to the Oiled Wildlife Care Network. Placed in Senate inactive file.

; AB 997: Defines the role of local enforcement agencies under the state recycling act. Placed in Senate inactive file.

; AB 1101: Extends indefinitely the time during which oversized trucks transporting livestock may travel on Highway 101 in Del Norte, Humboldt and Mendocino counties. Pending in the Senate Appropriations Committee.

; AB 1570: Expands training requirements for state Department of Social Service license to work in a residential care facility for the elderly. Pending in the Senate Human Services Committee.

; AB 1595: Brings statute regarding the State Council on Developmental Disabilities into conformity with the federal Developmental Disabilities Assistance and Bill of Rights Act of 2000. Pending in the Senate Human Services Committee.

; AB 1618: Permits certain specified tribal officials access to juvenile court case files of children who are members of or eligible for membership in, that tribe. Pending in Senate Judiciary Committee.

; AB 1642: Extends the sunset date to 2021 on state programs to address Pierce's disease and glassy-winged sharpshooters upon approval of a referendum by grape growers. Assigned to Senate Agriculture Committee.

; AB 1782: Increase from $500 to $10,000 the maximum fine for illegally severing or removing telegraph, telephone, cable TV or other lines used to conduct electricity. Pending in Senate Public Safety Committee.

; AB 1826: Requires generators of of specified amounts of organic waste, ranging from one to eight cubic yards per week, to arrange recycling services for that material. Pending in the Senate Environmental Quality Committee.

; AB 1847: Deletes certain offensive and outdated terms once used to describe mental health conditions and disabilities in various California statutes (other than the Penal Code) and replaces them with more current, less offensive, terms. Pending in the Senate Judiciary Committee.

; AB 1914: Requires the state Water Resources Control Board to conform water permits that affect the Trinity River to the instream flow requirements established by the federal government. Held by Assembly Appropriations Committee.

; AB 1943: Reduces city of Eureka's payments to the state for tidelands in Humboldt Bay. Pending in the Senate Natural Resources and Water Committee.

; AB 1946: Involves high schools in small, rural school districts. Held in Assembly Appropriations Committee.

; AB 1989: Allows underage students in winemaking and brewing programs to taste alcoholic beverages as necessary for class. Pending in the Senate Government Organization Committee.

; AB 2004: Requires Alcoholic Beverage Control Department to include in its annual report to the Legislature the number of field agents and the number and type of local enforcement activities conducted by the department. Pending in the Senate Government Organization Committee.

; AB 2005: Expands membership of the California Horse Racing Board to include four representatives of the Legislature. Pending in the Senate Government Organization Committee.

; AB 2035: Clarifies that a juvenile who is determined to be a victim of commercial or sexual exploitation may be rendered a dependent of the court and increases training requirements on individuals required to provide assistance and support to commercially and sexually exploited children. Pending in the Senate Judiciary Committee.

; AB 2142: Prohibits the sale of timber from state forests to anyone who, within 24 months before the bid date, exported unprocessed timber from private lands into foreign commerce. Pending in the Senate Natural Resources and Water Committee.

; AB 2184: Authorizes the use of money from the state Forest Restoration Fund for grants to remediate land damaged by marijuana growing operations. Pending in the Senate Natural Resources and Water Committee.

; AB 2203: Prohibits the obliteration, mutilation or marking out of a manufacturer's name on metal beer kegs. Referred to Senate Government Organization Committee.

; AB 2239: Involves changes of ownership of forest land covered by nonindustrial timber management plans. Pending in the Senate Natural Resources and Water Committee.

; AB 2352: Involves enrollment priorities at community colleges for students concurrently enrolled in high school. Assigned to Senate Education Committee.

; AB 2465: Requires Cal Fire to create a uniformed prescribed burn plan template for forest fuel treatment. Pending in the Senate Environmental Quality Committee.

; AB 2592: Requires the California Horse Racing Board to conduct an economic analysis whenever it considers a calendar change involving more than three days for county fair horse racing. Pending in the Senate Government Organization Committee.

Levine's bills include:

; AB 288: Requires California Coastal Commission to issue meeting notices in English and Spanish. Pending in the Senate Appropriations Committee.

; AB 582: Require that Palm Drive Health Care District participation be secured by a lien on revenue generated from the district's parcel tax. Signed by the governor.

; AB 745: Allows open space districts to enter contract worth up to $25,000 without bidding. Awaiting action by the governor.

; AB 747: Allows the state Transportation Commission to relinquish an abandoned freeway route to city of Tiburon. Awaiting action by the governor.

; AB 1163: Requires CalPERS to establish a policy for providing education for board members. Pending in the Senate Appropriations Committee.

; AB 1171: Authorizes a pilot project allowing foster youth and nonminor dependents to create and access a personal online electronic record. Held in Senate Appropriations Committee.

; AB 1234: Expands confidentiality protections for information submitted by insurers to the state insurance commissioner, including making it inadmissible in civil court. Pending in Senate Judiciary Committee.

; AB 1537: Creates a pilot program for Marin County to utilize a "suburban" default density standard for accommodating its share of affordable housing. Pending in the Senate Transportation and Housing Committee.

; AB 1933: Authorize local governments to dollar-denominated senior unsecured unsubordinated obligations issued or unconditionally guaranteed by certain banks. Awaiting action by the governor.

; AB 1969: Requires CSU and community colleges, and requests UC, to coordinate efforts when procuring technology and software for enhancing student achievement. Pending in Senate Education Committee.

; AB 1995: Allows the Bel Marin Keys Community Services District to enforce covenants, conditions, and restrictions. Pending in the Senate Governance and Finance Committee.

; AB 2042: Originally dealt with leased cars but amended to establish a waiting list for state Air Resources Board's air quality improvement program. Assigned to Senate Environmental Quality and Transportation and Housing committees.

; AB 2071: Requires state agencies to determine whether using disinfected tertiary-treated recycled water for pasture animals is safe for public and animal health. Pending in Senate Environmental Quality Committee.

; AB 2098: Requires courts to consider a defendant's status as a veteran suffering from post-traumatic stress disorder or other forms of trauma when making specified sentencing determinations. Pending in Senate Public Safety Committee.

; AB 2101: Allows local contracting agencies involved child care and development services to maintain electronic records. Held in Assembly Appropriations Committee.

; AB 2152: Places limits and restrictions on colleges and universities contracting with federal intelligence agencies. Held in Assembly Approrpriations Committee.

; AB 2178: Establishes a blended learning pilot program, administered by the state Board of Education Held in Assembly Appropriations Committee.

; AB 2198: Requires mental health professionals to complete a training program in suicide assessment, treatment and management. Pending in the Senate, Business Professions and Economic Development Committee.

; AB 2264: Newly amended to allow crime victim restitution claims by disabled persons whose service dogs are killed or disabled by other dogs. Pending in Senate Health Committee.

; AB 2297: Allows certain health facilities to use reliable alternative clean energy technologies as primary or backup power sources. Assigned to Senate Health Committee.

; AB 2355: Encourages local governments to adopted standards developed by the Department of Transportation for recycled paving materials, or discuss why it is not adopting those standards at a public hearing. Assigned to Senate Transportation and Housing Committee.

; AB 2393: Allows counties to double an existing $1 fee on all motor vehicles to fund fingerprint identification systems; counties that don't assess the fee would be allowed to impose a $2 per vehicle fee. Pending in the Senate Transportation and Housing Committee.

; AB 2398: Establishes a fine of up to $1,000 for motorists who injure vulnerable road users, such as pedestrians and cyclists. Pending in Senate Transportation and Housing Committee.

; AB 2457: Makes it misdemeanor, subject to six months in jail and a fine, to commit an assault or a battery at a stadium or arena on an event day. Pending in the Senate Public Safety Committee.

; AB 2488: Allows a licensed winegrower to apply to the operator of a certified farmers' market for authorization to conduct an instructional wine tasting at the market. Pending in the Senate Appropriations Committee.

; AB 2543: Allows an evaluation panel, rather than the treating psychiatrist, to determine whether a defendant has regained competency to stand trial. Held by Assembly Public Safety Committee.

Yamada's bills include:

; AB 518: Continues community-based adult services as a Medi-Cal benefit and requires inclusion in Medi-Cal managed care plans. Pending in Senate Health Committee.

; AB 1434: Requires the Department of Community Services and Development to develop a plan for a low-income water rate assistance program and report on the feasibility and structure of the program by Jan. 1, 2016. Pending in the Senate Energy, Utilities and Communications Committee.

; AB 1553: Prohibits gender pricing for long-term care insurance policies. Held in Assembly Insurance Committee.

; AB 1580: Institutes review measures and controls on the expenditure of morale, welfare and recreation funds at state Veterans Homes. Pending in the Senate Committee on Veterans Affairs.

; AB 1816: Requires the Department of Public Health to set a performance benchmark, not to exceed 60 days, to complete a long-term care facility complaint investigation and requires DPH to provide additional information about the investigation of the complainant. Pending in the Senate Health Committee.

; AB 1965: Authorizes restaurants to allow pet dogs in outdoor dining areas. Also allows local governments to adopt ordinances prohibiting dogs in outdoor dining areas. Pending in the Senate Health Committee.

; AB 2144: Requires state Department of Public Health to establish minimum nurse-to-patient ratios for acute care psychiatric hospitals. Held in the Assembly Appropriations Committee.

; AB 2251: Provides investigative and enforcement authority to state Department of Food and Agriculture and county sealers to enforce the requirement that dealers are prohibited from charging more for a redemption payment than the actual California Redemption Value. Pending in the Senate Environmental Review Committee.

; AB 2349: Establishes the Office of Community Care Coordination within the Department of Developmental Services to be located on the grounds of the Sonoma Developmental Center campus. Held in Assembly Appropriations Committee.

; AB 2505: Allows dairies with no more than three cows or water buffalo or 15 goats, sheep or other hooved mammals to sell raw milk. Held by Assembly Agriculture Committee.
