Police release body cam video of fatal Oakland shooting

OAKLAND - Body camera footage of a fatal police shooting in Oakland shows an officer firing her weapon into a car after police tried to rouse the occupant by using a loudspeaker and firing a round from a beanbag gun.

Other officers are seen breaking the driver's side window.

In the two videos released late Monday by the Oakland Police Department, officers can be heard talking to Demouria Hogg, 30, then breaking his driver's side window and trying to subdue him with a Taser electroshock weapon.

Officer Nicole Rhodes' body camera shows her running up to the driver's window with her pistol drawn. She points her gun at the car as another officer smashes the window.

She shouts, "Hey, don't move. Don't move" before firing two rounds as another officer uses the Taser.

Police then pull Hogg's body out of the car and provid medical aid on the street.

The footage was released under a public records request by the San Francisco Chronicle. It does not show what Hogg was doing inside the vehicle. An attorney for Rhodes said the officer saw him reaching for a gun.

Officers encountered Hogg on June 6, 2015, on an off-ramp of Interstate 580. Police said at the time Hogg was passed out in the driver's seat next to a gun, the Chronicle reported.

In a lawsuit against the city, a lawyer representing Hogg's family said police "negligently assessed the circumstances presented to them and violently confronted (Hogg) without having probable cause."

The Oakland City Council approved a $1.2 million payout to the family in 2016.
