A San Francisco man was arrested earlier this week in connection with a recent burglary in Windsor involving more than $3,000 worth of tools.
On Dec. 27, at about 12:30 p.m., a Sonoma County sheriff’s detective spotted Vincent Rathe, 29, looking into parked cars in the Costco parking lot in Santa Rosa. Rathe was then seen walking out of the Costco about 15 minutes later hiding something under his shirt, officials said.
Detectives recognized Rathe from previous encounters. When he returned to his car, detectives contacted him and a woman, Michele Peacock, 35, sitting in the passenger seat.

Peacock was arrested and released on a citation for on misdemeanor possession of drug paraphernalia and misdemeanor violation of probation.
