Santa Rosa arson suspect to undergo further psychological evaluation

A judge suspended criminal proceedings Thursday against a Santa Rosa arson suspect so a psychologist could conduct a mental evaluation.

James Raymond, 61, is charged with 10 felony counts of arson in connection with a series of small grass fires in a northwest neighborhood from June 29 to July 8.

Raymond was first arrested July 4 following fires near Guerneville and Marlow roads. He was released and arrested again on July 10 after more fires broke out in the same area.

Police said he has admitted to involvement in at least one of the fires. No fires were reported in the area while he was in custody, police said.

In court this week, his lawyers expressed doubt about his mental competence. After a preliminary examination from the jail psychologist, Judge Shelly Averill ordered a more thorough review to see if he can assist in his own defense.

A hearing in the case is set for Aug. 6.
