Santa Rosa City Council reconsiders SAY Dream Center

The Santa Rosa City Council on Tuesday will take up the appeal of a controversial proposal to open a transitional housing and assistance facility in Bennett Valley.

Neighbors of the former Warrack Hospital site are dug in against the plan by Social Advocates for Youth to open a center for homeless and former foster youth.

The opponents are appealing an earlier planning commission approval of the project. They say it is too big, creates too many potential public safety risks and ignores the will of neighbors.

Social Advocates for Youth proposes to house up to 63 people ages 18-24 in transitional housing units and a smaller emergency homeless shelter. The project also has strong support from a roster of influential backers in the broader community.

City staff have recommended that the council deny the appeal and approve a conditional use permit for the Dream Center, as the facility has been dubbed.

The hearing is set for 5 p.m. at the council chambers at City Hall, 100 Santa Rosa Ave.
