Last year the California Supreme Court upheld the legality of Proposition

103. That same year Chuck Quackenbush was elected insurance commissioner.

Companies like State Farm had spent thousands of dollars fighting 103 and

finally the handwriting was on the wall -- they would have to comply.

But wait. Quackenbush gave them another out by suggesting that they ''work

out something.'' Thus far the public has yet to hear anything about the monies

long overdue them from the car insurance industry.

As commissioner, Quackenbush's responsibility is to regulate the industry

and to ensure that the public is protected from price gouging. It seems that

so far his record is inaction and delay. One might believe his opponent in the

election, who pointed out that Quackenbush had received money from the

insurance industry to finance his campaign.

Proposition 103 and its enforcement is a clear-cut case. Our insurance

commissioner needs to do something now and keep the consumer informed.
