The collapse of a Baltimore bridge this week has renewed interest in bridge conditions locally and around the United States.

Forty-nine of the 767 bridges in Sonoma and Napa counties are considered structurally deficient, according to the U.S. Department of Transportation.

“Just because it is ‘structurally deficient’ doesn’t mean it is going to fall down,” said Johannes Hoevertsz, director of Sonoma County’s public infrastructure department in an interview with The Press Democrat.

Poor condition means there is “advanced section loss, deterioration, spalling or scour,” according to the Federal Highway Administration. Spalling is the breaking of a material into pieces, and scouring is the loss of top bed soil around bridge supports.

This also means the bridges are “structurally deficient,” according to the DOT’s definition updated in 2018. Five bridges in Napa and 23 in Sonoma County are operated by their respective counties, the rest are under either state or federal auspices.

Caltrans inspects all bridges in Sonoma County annually and every two years it looks at bridges spanning more than 20 feet in Napa County. The state agency provides a rating for the bridge and once it is below a specific rating, officials start planning for the bridge to either be rehabilitated or replaced.
