PD Editorial: Bills signed, vetoed for area legislators
On Monday, we updated legislation by local senators after Gov. Jerry Brown finished signing and vetoing bills passed in 2014. Today we do the same with bills by Assembly members Wes Chesbro, D-Arcata; Mark Levine, D-San Rafael; and Mariko Yamada, D-Davis.
Chesbro’s bills include:
AB 388: Originally dealing with community colleges, bill was amended to
Establish measures intended to reduce the frequency of law enforcement involvement and delinquency petitions of minors in dependency who are placed in group homes or other non-foster family placements. Signed by the governor.
AB 504: Extends existing law governing harvest of sea cucumbers and prohibits hatchery production or other cultivation of transgenic salmon. Signed by the governor.
AB 520: Updates law allowing wine and spirits wholesalers to conduct retail on-sale tastings. Signed by the governor.
AB 881: Originally dealing with oil spill and prevention fees, bill was amended to allow Sonoma County and its cities to raise sales taxes 0.5 percent above the state cap to fund road repairs of libraries. Died in Senate Rules Committee.
AB 997: Defines the role of local enforcement agencies under the state recycling act. Died in the Senate.
AB 1101: Extends indefinitely the time during which oversized trucks transporting livestock may travel on Highway 101 in Del Norte, Humboldt and Mendocino counties. Signed by the governor.
AB 1570: Increases training requirements for licensees and staff working residential care facilities for the elderly. Signed by the governor.
AB 1595: Brings law regarding the state Council on Developmental Disabilities into conformity with the federal Developmental Disabilities Assistance and Bill of Rights Act of 2000. Signed by the governor.
AB 1618: Permits certain specified tribal officials access to juvenile court case files of children who are members of or eligible for membership in, that tribe. Signed by the governor.
AB 1642: Extends sunset dates for provisions relating to Pierce’s disease and the glassy-winged sharpshooter. Signed by the governor.
AB 1782: Increase from $500 to $10,000 the maximum fine for illegally severing or removing telegraph, telephone, cable TV or other lines used to conduct electricity. Signed by the governor.
AB 1826: Phases in requirement for generators of specified amounts of organic waste to arrange recycling services for that material. Signed by the governor.
AB 1847: Deletes certain offensive and outdated terms once used to describe mental health conditions and disabilities in various statutes and replaces them with more current, less offensive, terms. Signed by the governor.
AB 1914: Requires the state Water Resources Control Board to conform water permits that affect the Trinity River to instream flow requirements established by the federal government. Died by Assembly Appropriations Committee.
AB 1943: Reduces city of Eureka’s payments to the state for tidelands in Humboldt Bay. Signed by the governor.
AB 1946: Involves high schools in small, rural school districts. Died in Assembly Appropriations Committee.
AB 1989: Allows underage students in winemaking and brewing programs to taste alcoholic beverages as necessary for class. Signed by the governor.
AB 2004: Originally requiring an annual report on enforcement activities of the Alcoholic Beverage Control Department, bill was amended to allow beer sales at farmers markets and to allow craft brewers to sell beer at private events. Signed by the governor.
AB 2005: Originally dealing with beer labels, bill was amended to expand membership of the California Horse Racing Board to include four representatives of the Legislature. Vetoed by the governor.
AB 2035: Clarifies that a juvenile who is determined to be a victim of commercial or sexual exploitation may be rendered a dependent of the court and increases training requirements on individuals required to provide assistance and support to commercially and sexually exploited children. Vetoed by the governor.
AB 2142: Originally dealing with timber sales, bill was amended to add Sonoma, Mendocino, Humboldt and Del Norte counties to a forest fire prevention pilot project that involves harvesting timber to clear fuel for wildfires. Signed by the governor.
AB 2184: Authorizes the use of money from the state Forest Restoration Fund for grants to remediate land damaged by marijuana growing operations. Died in the Senate Appropriations Committee.
AB 2203: Prohibits the obliteration, mutilation or marking out of a manufacturer’s name on metal beer kegs. Signed by the governor.
AB 2239: Involves changes of ownership of forest land covered by nonindustrial timber management plans. Signed by the governor.
