Napa city, county to pay $5 million over torture-killing of 3-year-old girl

SAN FRANCISCO - The city and county of Napa will pay $5 million to relatives of a 3-year-old girl who was tortured and killed by her mother and her mother's boyfriend.

The San Francisco Chronicle says a December settlement was announced Wednesday in a wrongful death lawsuit over the 2014 killing of Kayleigh Slusher. The money will go to the girl's father and grandparents.

The suit contended that Napa police and county social workers didn't properly investigate abuse allegations before the girl's death. Her body was placed in a freezer for days then placed in her bed, where police found it.

, received life sentences for her murder.

The city and county contend they followed state law but agreed to changes on handling child welfare cases.
